Dr. Theodore C. Panagos studied Law at the National Kapodistrian University of Athens. Lawyer, since 1981 (Athens Bar Association). Master in Information Law and the Technique and Theory of legislation (University of Salento, Lecce, Italy).

He completed his PhD in Administrative Law at Democritus University of Thrace, Faculty of Law. Member of the Board of the Industrial Property Organization (2004-2005). Vice President of the Regulatory Authority for Energy (2005 - now), Member of the National Council for Energy (2007-2009).

He published various scientific papers and articles on energy issues, e-commerce and e-government. He has presented lectures on energy issues (renewable sources, electricity market etc.) in congresses in Greece and abroad. He has authored the book “The stipulation of the public contract via electronic means” (2009) Sakkoulas Editions.
